Der CDU-SPD-Senat baut den präventiven Überwachungsstaat aus und plant, den Kotti mit Kameras zu filmen und das Verhalten mittels einer Software in Echtzeit zu überprüfen. Damit soll unerwünschtem Verhalten und Kriminalität begegnet werden.
Mit der gleichen Argumentation wurde vor drei Jahren die Polizeiwache am Kotti eingerichtet und weil das nicht funktioniert hat, kommt jetzt noch mehr Überwachung, Kontrolle und Repression dazu – eine verrückte Logik!
Soziale Konflikte bestehen zweifelsohne und die Berliner Crack-Studie hat kürzlich klipp und klar gesagt, dass Repression nicht funktioniert und nur zu einer Verlagerung führt. Es bräuchte stattdessen nachhaltige Lösungen: soziale Lösungen für soziale Konflikte. Denn Kriminalität bekämpft man am besten, wenn man die Ursachen für Obdachlosigkeit und Armut bekämpft und nicht irgendwelche Scheindebatten um Sicherheit führt, die man zuvor mittels rassistischer Diskurse selbst befeuert hat.
Am Kotti soll zunächst eine Testphase stattfinden und wenn der Test erfolgreich ist, sollen in 2027 auch andere „kriminalitätsbelastete Orte“ wie z. B. der Görlitzer Park folgen.
Wir lehnen dieses Konzept der Massenüberwachung ab. Es heißt zwar, dass diese sogenannte „künstliche Intelligenz“ anonym arbeite und keine Gesichter zu erkennen seien, aber wir wissen, dass diese Technik nicht intelligent ist, sondern  nur Wahrscheinlichkeiten berechnet, dabei z. B. rassistische (u.a.) Stereotype reproduziert und darüber hinaus höchst fehleranfällig ist.
Fast alle Anwohner*innen wünschen sich eine Verbesserung der Situation vor Ort, aber sowohl am Kotti als auch rund um den Görlitzer Park haben wir gemerkt, dass immer mehr Polizei, Kontrolle, Überwachung, Waffenverbotszonen, polizeiliche Sonderrechtszonen (kbOs), Zäune und nächtliche Schließungen die Situation nicht verändern, weil sie am Problem vorbei gehen. Auch Kamera- und Verhaltensüberwachung wird nicht funktionieren, sondern nur unsere Freiheitsrechte einschränken und weitere Millionen kosten, die an anderer Stelle sinnvoller eingesetzt wären.
In Zeiten mit starken rechtspopulistischen und rechtsextremen politischen Strömungen, in denen ein Wiederaufleben neofaschistischer Ideen gar nicht mehr so unwahrscheinlich oder weit entfernt erscheinen, werden Überwachungstechniken ohne mit der Wimper zu zucken eingesetzt und genutzt. Diese Maßnahmen komplexer (totalitärer?) Überwachung und Kontrolle sind aber nicht nur deshalb, sondern prinzipiell brandgefährlich!
Wir brauchen weder noch mehr Racial Profiling durch vorurteilsbelastete Technologie noch wollen wir als Versuchskaninchen in einem KI-Experiment herhalten. Wir wollen die Millionen für soziale Projekte, Jugendarbeit und Suchthilfe, für Housing First und eine Unterstützung der Nachbarschaft.
Stoppen wir den Ausbau des Überwachungsstaates. Für unsere Freiheits- und Bürgerrechte und soziale Sicherheit!

Stop mass surveillance & AI cameras!
Social solutions for social conflicts!
The CDU-SPD Senate is expanding the preventive surveillance state and plans to monitor Kotti with cameras and analyze behavior in real time using software. This is intended to counter unwanted behavior and crime.
Using the exact same reasoning, the police station at Kotti was established three years ago, and because that didn’t work, even more surveillance, control, and repression are now being added—a crazy logic!
Social conflicts undoubtedly exist, and the Berlin Crack Study recently stated clearly and unequivocally that repression does not work and only leads to displacement. Instead, sustainable solutions are needed: social solutions for social conflicts. After all, the best way to fight crime is to fight the root causes of homelessness and poverty, rather than engaging in sham security debates that were previously stoked through racist discourse.
A test phase is set to take place at Kotti first, and if successful, other „crime-ridden locations“ such as Görlitzer Park are slated to follow in 2027.
We reject this concept of mass surveillance. Although it is claimed that this so-called „artificial intelligence“ operates anonymously and does not recognize faces, we know that this technology is not intelligent; it merely calculates probabilities, reproduces racist (among other!) stereotypes, and is highly error-prone.
Almost all residents want to see an improvement in the local situation. However, both at Kotti and around Görlitzer Park, we have noticed that more and more police, control, surveillance, weapon-free zones, special police zones (kbOs), fences, and nightly closures do not change the situation because they miss the actual problem. Camera and behavioral surveillance will not work either—it will only restrict our civil liberties and cost millions more that could be spent more sensibly elsewhere.
In times of strong right-wing populist and right-wing extremist political currents, where a resurgence of neo-fascist ideas no longer seems so unlikely or far off, surveillance technologies are being deployed and used without batting an eye. These measures of complex (totalitarian?) surveillance and control are extremely dangerous—not only for that reason, but in principle!
We neither need even more racial profiling by biased technology, nor do we want to serve as guinea pigs in an AI experiment. Instead we want to use the four million for social projects, youth work, and addiction support, for Housing First, and for community support.
Let’s stop the expansion of the surveillance state. For more civil rights, liberties, and social security!
